DTI: Order Regalo Program for OFWs (Added Mar 22 2007)

Order Regalo

The Philippine International Trading Corporation (PITC) is the conduit of the Order Regalo Program where Filipinos abroad and those who have traveled abroad can buy products they can send home to their family or friends in the Philippines from PITC-accredited Order Centers.

Purchases under this scheme are called internal exports. Manufacturers participating in the program are entitled to tax credits equivalent to the sales, compensation and specific taxes and duties on supplies, and raw and semi-manufactured products.

Description of Operation

The PITC-Order Regalo Group accredits Orders Centers or agents in countries where there are significant number of Filipino residents and / or contract workers to act as sales conduits. At present, there are 45 Order Centers in 21 Countries. The Group accredits local manufacturers to participate in the program to ensure the supply of products to the program.

This program is available to overseas Filipinos abroad and those who have traveled and are already in the Philippines. For the Overseas Filipinos (OF), transactions are made through the accredited Order Center in the country where they are based.

Through a catalog provided by the Order Regalo Head Office, the OF chooses the product he wants to send home to his family or friends in the Philippines and pays for the product. The Order Center takes the order, advises PITC of the product and place of deliver, and remits payment to PITC. Upon receipt of payment, PITC delivers the product to the recipient in the Philippines.

Those who have traveled and are already back in the Philippines have one (1) year from the date of arrival to avail of the privilege under the Order Regalo Program. To be able to purchase locally under the program, the passport must be presented and the payment must be in US Dollars.

Why Set Up an Order Center or Apply as a Sales Agent?

Order Centers enjoy financial rewards from the Order Regalo commission-sharing scheme. With the growing Filipino communities abroad which serve as captive Order Regalo market, and the promotional support extended by PITC, selling Order Regalo should not be difficult.

Aside from the financial considerations, Order Centers are also in the unique position of helping the Philippine government capture the extra foreign exchange that would otherwise be spent abroad since sales generated through the Program are remitted into the Philippine banking system.

Furthermore, Order Centers help in the government's efforts to encourage patronage of Philippine-made products which enhances the country's economic development through increased production and employment.

How To Set Up an Order Center

Order Regalo Order Center application is relatively fair and simple. The Order Center Application Kit contains the following documents:

* Guidelines for Accreditation - Order Regalo Order Center
* Checklist of Requirements (Both for
* Individual and Business Entity)
* Application Form for Order Center (Both for Individual and Business Entity)
* Proforma Memorandum of Agreement

Send the accomplished Application Form together with the other requirements to:

Policies and Guidelines

Shipping and Charging Policy
Order Regalo is a gift-giving program, meaning the customer or buyer (who can be in the United States for example) buys export-quality, Philippine-made products (which are in the Philippines) for delivery to a recipient who is also in the Philippines. PITC, the implementing agency of the program, coordinates the delivery of the orders through its network of suppliers. The PITC warehouse is located in Pasay City, and all orders can be picked up free of charge from its warehouse.

Door-to-door delivery is nationwide. However, delivery charges vary depending on the location and the item. Please refer to the Matrix of Delivery Charges which classifies each region/province in the Philippines to one of seven (7) zones. Delivery is within 3 to 5 days for locations within Metro Manila, 7 days for within Luzon (A, B, C, or D) but outside of Metro Manila, and two weeks for Visayas and Mindanao.

Orders from the Order Center (CERD IN LA) are forwarded by e-mail or fax to PITC head office in Makati City, Philippines on a daily basis for processing of deliveries. The customer is charged upon transmittal of the order to PITC.

Secure on-line ordering is provided through Authorize.net. This order center accepts Visa, Master, and Discover credit cards. International money orders and personal checks (U.S. and Canada residents only) are also accepted. If preferred, credit card details or personal checks can also be faxed or relayed by phone. Returned checks will be assessed a $15 fee in addition to applicable bank charges.

Return / Cancellation Policy
Orders can be cancelled within 24 hours of placing. After 24 hours, the order details will be transmitted to PITC office in Makati City, Philippines for delivery processing and will be considered final. Defective products can be returned to the manufacturer for immediate replacement. All products are covered by the manufacturer's guarantees and warranties.

Pricing Policy
Quoted prices are valid as of the date and time of ordering. Due to the possibility of foreign exchange (US dollar to Philippine peso) fluctuations overnight, and the 24-hour difference between the placement of the order and its confirmation (Refer to Return/Cancellation Policy), CERD IN LA cannot make an absolute guarantee that prices will be the same at the time of confirmation of the order. If a price change does occur, CERD IN LA will make every effort to contact the buyer (through e-mail, phone or fax) before transmittal of the order to PITC. If there is no response from the buyer within 24 hours of the price change notice, processing of the order will proceed at the new price (-- "Silence means agreement.").

Product Availability
CERD IN LA makes no claim or guarantee as to the availability of a product at time of ordering. PITC regularly updates order centers on items in low inventory, and this will be indicated on the relevant product pages on the web site.

However, since PITC accepts orders from over 30 order centers, there is a possibility that some merchandise can be out of stock upon transmittal of the order. In such a case and if indicated in the order ("SUBSTITUTION ALLOWED"), CERD IN LA reserves the right to substitute a product of similar price (plus or minus 10% of price of original product) and specifications. If the buyer does not want such as substitution to occur, indicate " NO SUBSTITUTION ALLOWED" on the order, and the order will be put on hold until we receive further instructions on how to proceed with it.

Confidentiality Policy
All personal, check and credit card information are treated with utmost confidence. This means that your information are only given to entities that need it to confirm availability of funds and other transactions related to processing the order. Your information will NOT be sold or exchanged in mailing lists. All contact information (mailing address, phone, fax, e-mail) will only be used to confirm or clarify details of the order.
